State Profile

Colorado has embarked on the largest reform of the state’s procurement code, modernizing statutes and making it easier for more companies to submit bids to do state work. The new law, based on HB 1051, also exempts grants from the state bidding requirements, and it makes it easier for losing bidders to challenge decisions they feel were unfair.
