FROM OIL TO INNOVATION

Louisiana has logged a couple years of record-breaking economy development, exceeding $25 billion in capital investments in 2023. A series of investments across many sectors is further diversifying its dependence on the oil and chemical industries. For example, industrial manufacturer Fibrebond announced in April 2024 a $50 million expansion and enhancement of its
production facility in Webster Parish. BBP announced an expansion and 75 new jobs at its Baton Rouge headquarters. European tire recycling company Tyres Group Limited announced in February 2024 that it will invest $46 million to establish its first U.S. processing facility on 10 acres at the Port of South Louisiana. L4T CEO Tilen Milicevic said the company chose the state for its “strong industrial ecosystem” and the “availability of qualified personnel and suppliers.”

Industrial Tax Exemption Program: Offers a property tax abatement for up to 10 years on a manufacturers’ eligible new capital expenditures.

Quality Jobs: Offers up to a 6 percent rebate on annual payroll expenditures for up to 10 years and a tiered state sales/use tax rebate on capital expenditures, or a 1.5 percent investment tax credit for qualified jobs.

FastStart: Nationally recognized workforce program offering customized employee recruiting, training and retention programs to eligible companies at no cost.

Angel Investor Tax Credit: Offering up to a 2 percent tax credit for individual investors who invest in early-stage, wealth-creating businesses that seek startup and expansion capital.

Research and Development Tax Credit: Encouraging research and development activities by providing up to a 30 percent tax credit for in-state research expenditures, with no cap and no minimum requirement.

HIGHLIGHTED PROGRAM OR INITIATIVE

Louisiana Economic Development’s CEO Roundtable Series offers a platform for leaders of second-stage companies to share their insights and knowledge. It brings together a diverse group of business owners and executives from various industries to engage in meaningful discussions around marketing, strategic planning, operational efficiency, organizational structure and leadership. Since its start, the program has graduated 532 companies and led to the creation of 2,690 jobs. 

BIG DEALS

  • S&W Wholesale Foods announced in April 2024 a $21 million investment to a new facility and 60 new jobs in Tangipahoa Parish.
  • Heirloom Carbon Technologies announced in June 2024 a $475 million investment in a direct air capture (DAC) facility in the Port of Caddo-Bossier. The project will create 81 jobs.
  • Southland Industrial Coatings announced in July 2024 a $13 million investment and a potential 298 new jobs in St. Landry Parish.
  • Total Quality Logistics announced in July 2024 an expansion and 98 new jobs in Baton Rouge.
  • P&G announced in September 2024 an investing of $96 million to install new production lines and increase capacity at its facility in Rapides Parish.
  • Fabricated Steel Products announced in September 2024 a $3.2 million expansion and 15 new jobs at its East Baton Rouge Facility
