Arizona has continually climbed the ranks in the Chief Executive Best & Worst States for Business, and jumped 6 spots in 2022 to rank #4. Phoenix continues to log strong population and economic growth, attracting a mix of investments in the manufacturing, technology and financial services sectors. As the semiconductor industry starts to migrate from Asia to places like California, Texas and New York, companies are also setting their sights on Arizona. In October 2022, Taiwan-based Chang Chun announced it will invest $300 million in a semiconductor chemical facility in Casa Grande. Yu-hung (Calvin) Su, president of Chang Chun Arizona, said in a press release the facility would help meet a significant expansion into the U.S. market. Yield Engineering Systems also announced a facility in the Price Corridor in Chandler to support semiconductor manufacturing.
Qualified Facility Tax Credit: Offers a refundable tax credit that promotes the location and expansion of headquarters or manufacturing facilities, including manufacturing-related R&D.
Quality Jobs Tax Credit: Offers up to $9,000 of Arizona income or premium tax credits spread over a three-year period for each new net qualifying job ($3,000 per year).
Research and Development Tax Credit: Provides an Arizona income tax credit for increased research and development activities conducted in the state to encourage Arizona businesses to continue investing in research and development activities.
Sales Tax Exemptions for Manufacturing: Exemptions are available for machinery or equipment used directly in manufacturing, machinery and equipment or transmission lines used directly in producing or transmitting electrical power.

In June 2023, Governor Hobbs announced the launch of two workforce accelerator training programs located in Kingman and Yuma. The Future48 Workforce Accelerators are the first of up to six new accelerators to be overseen by the Arizona Commerce Authority in coordination with higher education and industry partners. It will offer workforce training in electrical technology, advanced manufacturing, broadband fiber optics, and solar installation in support of the region’s aerospace and defense industries. The Kingman accelerator, launched in partnership with Mohave Community College, will support the region’s growing manufacturing, transportation, and mining industries.
