As the market for fossil fuels changes, Wyoming is quickly positioning itself to embrace and capitalize on a decarbonized economy. In 2021, Gov. Mark Gordon unveiled a state target of reaching net-zero emissions by 2050 through an “all-of-the-above” energy mix. This means simultaneously supporting existing extraction industries like oil and gas while also dedicating time, resources and energy to find new opportunities in energies like nuclear, hydrogen and carbon capture. “Wyoming has it all: the best wind, solar, gas, coal, nuclear and the ability to store 50 years’ worth of our nation’s total carbon emissions,” said Gordon in a press release. “Innovation, not regulation, is our way forward to give our nation the energy it requires and simultaneously solve the world’s climate concerns.”

KEY INCENTIVES

No corporate or personal state income tax. No inventory, franchise, occupation or value-added taxes.

Manufacturing Sales Tax Exemption: Offers a tax exemption on the sale or lease of machinery or sale of power or fuel used in the manufacturing process or processing of agricultural products.

Business Ready Community Infrastructure Program: Offers financing in grants or low-interest loans for publicly owned infrastructure that serves the needs of businesses and promotes economic development.

Data Center Incentives: Offers cost reduction grants of up to $2.25 million to reimburse utility expenses for up to three years. Also offers sales tax exemption on data center equipment and exemption from Industrial Sitting.

Financial Technology and Medical Digital Innovation Sandboxes: The Wyoming Secretary of State and the Wyoming Banking Commissioner have the authority to waive specific statutes or rules to allow for the testing of innovative financial products or services. The Medical Digital Innovation Sandbox is under the Wyoming Department of Health.

HIGHLIGHTED PROGRAM OR INITIATIVE

The new Wyoming Venture Capital (WYVC) fund launched in April 2023. WYVC is designed to support the innovation and growth needs of entrepreneurs across the state through equity financing for Wyoming high-growth companies with an eye toward an exit in the future. The fund was created with $58.4 million from the U.S. Treasury’s State Small Business Credit Initiative.

BIG DEALS

  • Eagle Claw Fishing Tackle is currently working on a new manufacturing plant in Cheyenne that will create up to 200 jobs when completed in 2024.
  • Kel-Tec CNC Industries announced in July 2022 an expansion of its operations and up to 30 new jobs in Rock Springs.
  • CarbonCapture announced Project Bison in September 2022 to develop and deploy direct air capture machines to remove CO2 from the atmosphere and store it underground.
  • Plenty Unlimited announced in February 2023 an expansion of its R&D facilities in Laramie. The project will create 200 new jobs.
  • Australia-based Phoslock Environmental Technologies announced in April 2023 the relocation of a manufacturing plant from China to Casper. The project will create up to 25 jobs.
