In 2025, the state’s Export Awards recognized 33 companies for expanding West Virginia’s brand on the world stage. Meanwhile, the new Grow West Virginia initiative is directing targeted investments and resources to legacy sectors and emerging markets. Major
projects announced last year, including investments by Nucor Steel, LG Electronics and Mettler Packaging, underscore the state’s advantages in its skilled workforce, business-friendly environment and logistical access.

KEY INCENTIVES

Economic Opportunity Tax Credit: Offers a tax credit equal to 10 percent of qualified investments and can rise to 25-30 percent for projects with larger job
creation levels for businesses that make a qualified investment and create at least 10 jobs within three years.

“Five-for-Ten” Program: Offers a property tax incentive by assessing new capital additions at 5 percent of cost (effectively offering a 95 percent reduction) for a 10-year period for capital investments of at least $10 million in an existing facility with a $20 million or greater prior base.

BIG DEALS

  • Commercial Metals announced in April 2025 that it will build a $450 million mill in Berkeley County.
  • Nucor Steel is building a $3.1 billion sheet steel mill in Mason County, on track for a 2027 opening.
  • LG Electronics is investing $700 million in the state and adding over 275 jobs.
  • Mettler Packaging announced in July 2025 an expansion and up to 50 jobs at its Moorefield facility.
  • Prime 6 is building a $35 million facility in Upshur County that will create 75-100 jobs.
